I don't know about Cleveland, but in Pensacola, FL I was lucky enough to find a bar with a kitchen that was not being used and prepared the food there. I also sold to the patrons of the place. If a bar has a kitchen, then more than likely they had food service at one time and inspections were done. In my case, had to spend about $100 to get the kitchen up to code but worked out very well. Didn't have drive up service, but did take meals to other bars that did not have kitchens; just made mostly sandwiches and soups. Worked out pretty well for me.

You would need a building licence and would have to apply for a vendors licence I suggust you check out info at your city hall and or the libary. Good luck on your adventure.

You need a selling licence and a health licence because it is food.
